New Horizons Therapeutic Services is a substance abuse treatment facility located in Dayton, Ohio. According to their Facebook page, their mission “is to provide effective and efficient, data-driven services that result in sustainable change through professional case management, counseling, and educational services provided by highly qualified and dedicated professionals."
The place has good reviews.
So why are we investigating?
We have received a complaint that says the company is double billing and billing for services not provided, both are classic red flags for Medicaid fraud. We have also heard patients are getting prescriptions without proper assessment.
Is this a disgruntled patient who couldn’t get a prescription or are the allegations true? We simply have no way of knowing without an insider or speaking with several patients.
While not making any claims about the quality of services or possible billing improprieties at New Horizons, we have seen plenty of cases where the facility gets great reviews yet rips off Medicaid or Medicare.
Patients care about the quality of care. Take care of them right and they won’t complain. To bring a Medicaid fraud complaint, we need evidence of a pattern and practice of billing fraud. One patient complaint is not a pattern.

Some believe that Medicare fraud is a victimless crime. Even if patients are well cared for, taxpayers wind up footing the bill for these schemes. That means you and me.
The substance abuse field is rife with abusive billing practices. We have prosecuted other cases involving group sessions billed as more expensive one-on-one counseling, billing for sessions never performed, forcing patients to attend a certain number of counseling sessions in return for free room and board, billing for unqualified therapists and double billing. All of it is illegal, wrong and can earn you an award.
Some substance abuse clinics pay illegal kickbacks in order to sign up more patients. Another ran a residential program where drug dealing and abuse were prevalent within the facility. Management refused to throw out the offenders who were bringing in dope because they didn’t want to lose the revenue stream. (We can think of nothing worse for a recovering addict in a sober living facility getting tempted with drugs on a daily basis.)
